In 1999 there were massive protests in Seattle against the meeting of the World Trade Organisation despite the triumph of neoliberalism – forced by social-democratic, red-green and liberal governments – which was then still in full swing. Voices in the Global South became louder again, leftwing governments were on the rise in Latin America. The anti-globalization movement developed. In 2001 the first World Social Forum took place in Porto Alegre in the South of Brazil, at the same time when the World Economic Forum met in Davos, in order to give a voice to those thinking differently and the marginalized. Since then there have been manifold local, regional and polycentric meetings which follow the slogan »Think globally, act locally«.

Avrupa’da – bilhassa sosyaldemokrat, kırmızı-yeşil ve liberal hükümetlerce dayatılan – neoliberalizmin zafer yürüyüşü tüm hızıyla devam ederken, 1999’da Seattle’de Dünya Ticaret Örgütü (DTÖ)’nün toplantısına karşı büyük protestolar gerçekleştiriliyordu. Yerkürenin güneyinde eleştirel sesler artmaya, Latinamerika’da sol hükümetler işbaşına gelmeye başlamışlardı. Farklı bir dünya isteyen hareket oluşmaktaydı. 2001 yılında, Davos Dünya İktisat Forumu’na paralel olarak Brezilya’nın güneyindeki Porto Allegre’de, farklı düşünenlerin ve marjinalize edilmişlerin sesine kulak verilmesi için ilk Dünya Sosyal Forumu gerçekleştirildi. O günden bu yana »Küresel düşünüp, yerel davranmak« şiarı altında çeşitli yerel, bölgesel ve polimerkezî buluşmalar gerçekleştirilmektedir.
