Labor market, labor relations and relations between employers and employees are still disputed issues in Germany and Vietnam. The private capitalist production relations exist in both countries yet with different political institutions.

In Vietnam, the emerging issues in private enterprises and Foreign Direct Investments (FDI) are rights and benefits of workers being violated. Respective reactions of the workers are on the daily agenda. Therefore, labor relations and “business productivity” are impacted negatively. According to the Vietnam Law of Trade Union, protection of workers’ rights and benefits is the first and foremost function of the trade unions. In reality however, trade unions of private enterprises find it difficult to implement this function.

Rosa Luxemburg’s heritage on trade unions is practically meaningful for organization and operation for trade unions. In Vietnam, there has been no research on her thoughts on trade unions. Theoretical knowledge and practical experiences are the important factors to build capacity of trade union operation in Vietnam. Co-operation on this event aims to find out suitable values in Rosa Luxemburg thoughts and implications for the present context; and exchange the experiences among the German and Vietnamese experts on enhancement of effectiveness of trade unions’ operation to protect workers’ rights in FDI in Vietnam is important.
