Eine der hartnäckigsten Annahmen der Wirtschaftswissenschaft ist, dass Arbeitslosigkeit für das Funktionieren der Wirtschaft ebenso unvermeidlich wie notwendig sei. Diese Annahme übergeht nicht nur die verheerenden sozialen und wirtschaftlichen Kosten und Folgen der Arbeitsplatzunsicherheit, sie ist auch falsch!

Eine der führenden Expertinnen auf dem Gebiet, Pavlina R. Tcherneva, fordert dazu auf, uns eine Welt vorzustellen, in der das Phantom der Arbeitslosigkeit verbannt ist und jeder, der menschenwürdige Arbeit mit existenzsicherndem Lohn sucht, auch eine Arbeit finden kann garantiert. Denn das ist die Idee der „Arbeitsplatzgarantie“: Die Bereitstellung einer freiwilligen Beschäftigungsmöglichkeit im öffentlichen Dienst für alle, die diese benötigen. Tcherneva zeigt nicht nur die vielen Vorteile der Arbeitsplatzgarantie gegenüber dem Status quo, sie stellt die Umsetzung auch in den Kontext eines Green New Deal, der angesichts des Klimawandels eine dringende Notwendigkeit geworden ist.  Diese Verbindung ergibt die vielleicht transformativste öffentliche Maßnahme, die heute diskutiert wird und die essentiell ist für Aktivist_innen wie für unsere Gesellschaft insgesamt. In der Veranstaltung wird es um das Konzept der Job-Garantie und die Möglichkeit seiner praktischen Umsetzung gehen.

Pavlina R. Tcherneva ist Professorin für Ökonomie am Bard College, Direktorin der Economic Democracy Initiative und Research Scholar am Levy Economics Institute. Bei der Vorwahl der Demokraten zur Präsidentschaftswahl 2016 war sie im ökonomischen Beraterteam von Bernie Sanders.
